The purpose of work is to investigate the actions of existing algorithms and experience on the use of government civil defense forces during the emergency response, to develop guidelines to determine the appropriate algorithm decision-making body of the entity applying for civil defense forces in an emergency situation. The main results are final report on scientific research and design manual "Recommendations for a decision on response and emergency response site level."5481
