Proved the necessity of a more objective approach to the issue of development of targeted budget programs in the future and directions of unused funds target budget programs to purchase equipment for family medicine clinics. Proposed methodical recommendations for assessing the effectiveness of budget programs and calculation of key performance indicators that allow you to justify targeted and rational use of budgetary funds, and take into account the experience of foreign countries that have huge success in the using of program-target method of budget execution. It is proved that all state targeted programs in health care and the most important measures for their implementation should be subject to scientific examination, which is conducted according to law in leading national and international institutions established by the Cabinet of Ministers of Ukraine.
