The subject of research is the historical reconstruction of social-economic, educational and church confessional processes in the South of Ukraine chronological within the second half of the XIX century - the beginning of XXI century in terms of post-communist reality and modernization of Ukrainian nationhood. The paper is analyzed the historical retrospective integration Jewish scientists to the scientific community of Odessa in the first half of the XX century, Reproduced control system in agriculture governor "Transnistria" 1941-1944., Traces of building inter-church dialogue Ukrainian Orthodox confessions and the Romanian Orthodox Church during the Second World War, disclosed creative trends in the Odessa Art school (40-70's. XX century.), shows the education and charity Mykolaiv regional organization Rukh during 1989-1996. The subjects were the subject of state-legal and socio-political realities in the context of a comparative analysis of the general principles of international law and its application in national legislation, classification and structure of international and national law and the legal and technical aspects of unification of international and national law.
