On the basis of competence approach, the optimal methods and forms of monitoring and evaluation of educational achievements of secondary schools students on the languages of national minorities and foreign literature were developed. The formative stage of pedagogical experiment was organized and conducted. The results of experimental studies were analyzed. The basic principles, methods and techniques of designing competence-oriented tasks and the use of learning Russian and Modern Greek in 5 classes; Hebrew language and a Roma 3-4 cl. were tested and summarized. The texts for listening comprehension for the course of Russian and Modern Greek language in the 5th grade, and the Hebrew language in the 3-4 classes were experimentally verified by the competent oriented tasks and test cases. It was experimentally proved that the competence-oriented objectives are the building blocks of a modern model of the learning process, which is based on students’ personal values, their interests, the ability to make decisions. The comparative analysis (control and experimental classes) showed increasing interest in learning Russian language by 20%. Survey and quantitative analysis found that their use in combination with the techniques of formative assessment increases students' interest in the study of the subject as they prefer these kinds of tasks (80 %), promotes their autonomy at work (22%), there has been the development of cooperative skills, pair-group work skills. The analysis of the control works also found an increase of knowledge quality is up to 23%. It was experimentally proved that the evaluation of students 'knowledge of modern Greek language is more effective when used in the production of students' skills of internal personal control with the help of self-control and self-esteem, mutual control and peer-assessment, because it is in these conditions, students will be able to realize themselves in the subject of teaching and be responsible for the results and the quality of their training. The results of testing designed to assess the tasks in the experimental teaching the Hebrew language in 3-4 classes have shown that in the experimental groups the overall performance level has risen by 22%, the motivation for the study of the subject has increased by 34%, the median of formation of skills of listening in Hebrew increased by 28% , dialogical speech - 32%, monologic speech - 27% reading - 23%; knowledge and skills in language - 21%. These figures confirmed the effectiveness and the efficiency of the proposed objectives and the need to include them in the structure of textbooks and manuals. The results of the formative experiment demonstrated a positive impact of the proposed methods and formative assessment on student achievement in learning the languages of the national minorities (Russian, Modern Greek, Hebrew language and Roma). The system of competence-oriented tasks to work on the artistic text in the study of foreign literature in 5 grades was developed. This system includes individual assignments (tasks for independent work), collective (pair and group), tasks for self-control and self-esteem, mutual control and peer assessment. The levels of assimilation of students of classes 5 teaching material for foreign literature were defined: the level of play, the level of interpretation, the level of application of knowledge. The modern forms of forming evaluation in the process of learning a foreign literature were tested at different levels of assimilation of educational material. A gradual increase at the level of perception and understanding of students of art and educational texts from foreign literature are fixed at the level of interpretation of the text were up 11.8%, at the level of application of knowledge - by 18.7%. The results of the formative experiment were applied in the design of textbooks manuscripts: "Russian language", 5 class for the schools with Russian as the teaching language, "Foreign literature", 5 cl. for schools with Ukrainian language of instruction, "Hebrew", 3 class for schools with Ukrainian language of instruction, "Hebrew", 4 class for schools with Ukrainian language of instruction; and teaching aids: "Book for the examinations in the Russian language.
