This work contains the theoretical conclusions, practical recommendations and other research results, based on the work of scientists in the fields of philosophy, general theory of law, operational activities, criminal procedure and criminal law of Ukraine abroad, as well as legislative and departmental regulatory acts and materials of domestic and international practice. The necessity of more efficient use and opportunities of advocacy in the system of prevention of crimes in Ukraine are justified. Conclusions are made about the urgency of assurance and harmonization of norms of the Criminal Code of Ukraine with the latest ideology of the Criminal Code of Ukraine (2012), which would allow efficiency for authorities applying these acts, and should check the validity of the grounds of criminalization or decriminalization of certain norms of the Criminal Code of Ukraine, and others. Industry concept will be dedicated not only to penal policy of the state, but also to the complex one criminal procedure and penal, so it necessary to unite the efforts of scientists and practitioners and to develop the Concept of criminal policy for the protection of individual rights in the light of these three elements. In current conditions the issues of fight against the illegal migration are practiculary important. This work demonstrates basic aspects of migration processes in Ukraine and Europe, analyzes the main directions of regulation of migration processes and formulates the proposals on interaction of state bodies in ensuring public order and public safety in this area.
