Research methods - analysis and synthesis, abstract-logical, graphical analysis, theoretical comparison, economic analysis, generalization, concretization and abstraction, formalization and idealization. As a result of the research it was proved that to increase competitiveness of oil and gas enterprises it is necessary to implement a systematic approach to solving development problems. The management strategy of the oil and gas complex is based on its restructuring and management system reform based on the improvement of the vertically integrated company, taking into account the experience of the world's leading companies. A list of measures to improve the state regulation of the activities of oil and gas enterprises in rental and tax policy is proposed. The results obtained are characterized by scientific novelty and are of practical value and allow us to propose ways of solving the main tasks that are set by the sustainable development strategy "Ukraine-2020", for the fulfillment of the development vector , namely concerning the energy security of Ukraine.
