In Ukraine, solving the problem of cardinal reform of government procurement and public procurement institutions should focus on providing them with genuinely regulatory and stimulating functions. The main vector of reforms is advisable to focus on the creation of a state contract system, the standard model of which can serve as advanced examples of such systems in developed Western countries. It must assume the role of the economic mechanism for the implementation of the state order, forming a unified technological cycle of maintenance of public needs. The reform of the state order institution and the implementation of the economic mechanism of its implementation in the form of a state contract system will significantly improve the effectiveness and efficiency of this institution in ensuring the needs of society and stimulating positive structural and technological transformations in domestic production.
