Research object - process of reforming of system of local finance on the principles of fiscal decentralization. Aim of the research - conceptualization of provisions concerning realization of fiscal decentralization as bases of financial security of realization of social and economic policy of development of post-conflict territories. Research methods: logical, generalization, structural decomposition, system approach, comparative economic analysis, data processing, mathematical modeling. Main scientific results: deepening of ideas of essence of local finance as the systems of the economic relations, of components and prerequisites of economic development financing, evolution of mechanisms of fiscal decentralization and instruments of coordination and control at realization of financial policy; systematization of the principles of local finance governing at different models of the tax and budgetary relations between the central government and territories and also identification of a role of fiscal rules in realization of these relations, including evolution of elements of fiscal decentralization in Ukraine; a specification of the principles of realization of the budgetary policy in the conditions of the conflict and post-conflict recovery, development of the methodological principles of fiscal decentralization and the description of its main directions. Scope of application: sector of public administration.
