STATE EDUCATIONAL POLICY, STATE-PUBLIC ADMINISTRATION, DECENTRALIZATION, UNIVERSAL EDUCATION, PERSONAL PEDAGOGICAL EDUCATION Object of research - public and public administration of continuous education in conditions of social transformation in Ukraine. The purpose of the work is to analyze, develop, implement scientific and methodological foundations for improving the efficiency of state and public administration in continuing education in the conditions of social transformation in Ukraine. Methods of research - theoretical methods: system-structural retrospective analysis, comparison of different views on the problem under study; generalization of theoretical approaches in order to determine the conceptual-categorical apparatus; praxymmetric; empirical methods: diagnostic; content analysis of normative documentation, methodological materials, etc .; statistical methods. The research of domestic and foreign experience of state and public administration of continuous education with the purpose of using the courses of advanced training of civil servants and heads of educational institutions in the educational process is carried out. The normative and legal principles of the formation and implementation of the state policy in the field of adult education in Ukraine and abroad are determined. Taking into account the approaches to the definition of the state educational policy, the essence of the basic concepts of effective state and public administration of continuous education in the conditions of social reforms in Ukraine is substantiated. Implementation of the GDR will provide an opportunity to improve the process of improving the qualification of applicants for postgraduate pedagogical education; the developed theoretical and analytical materials can be used in the practical activity of public administration and local government in the field of education.5481
