The purpose of the work is to develop principles and approaches to improve the regulatory documents for assessing the quality and safety of the tourist service, taking into account its structure. Methods of research - principles and approaches of TQM and methods of systematization, comparison and analysis, allowed to analyze the current regulatory documents from the standpoint of the complexity of the tourist service. The results of the research are an improved classification of the structural components of the tourism industry based on the application of a single criterion - the rapidly changing customer requirements, and the systematization of the regulatory and legal support for assessing the quality and safety of the tourist service was carried out. The scientific novelty of the GDR consists in certain and justified criteria for a comprehensive tourist service. It is proved that the tourist service is of a complex nature, therefore, it is advisable to structure the regulatory and legal basis for assessing its quality and security in terms of service areas. A tool has been developed that allows identifying weaknesses in the normative provision of tourist services. The main organizational and technical measures to determine the level of regulatory provision of tourism services were introduced in Private Enterprise "Tourist Agency" VIP-travel "in 2017. The results obtained should be used in the design of tourism services, in particular at the stage of determining its quality and safety. structuring of normative documents allow to identify the "weak" and "strong" aspects of the structural components of the tourism product, which is especially important for the potential and the selection of a travel agency.The studies prove that, on the whole, a legally-normative base allows assessing the quality and safety of a tourist service.However, for a national tourist product and an increase in its sales market, it is necessary to harmonize the domestic legal framework with the requirements of European regulations, regulations, guidelines and the main provisions of international agreements.This approach will enhance the image of the country and make it more attractive to foreigners of tourists. Conclusions. The conducted researches prove that it is advisable to apply matrix analysis methods as an effective tool for determining and forecasting the balance of regulatory provision of interconnected segments of the tourism industry.
