The model of organizational and economic structure of management of a transport complex of Ukraine is developed; institutional basis for ensuring the participation of Ukrainian transport complex economic entities in the activities of the European transport network. It is proved that, according to the theory of marginal utility, the complete symmetry of the global market for transport services is achieved provided that the equilibrium of the marginal utility of transportations across the entire world (regional) transport network sets in. Soundly, the principles that are used as a basis for the methodology for assessing the degree of asymmetry in the global transport services market. It has been proved that the evaluation of the asymmetry degree of the global transport services market should be carried out on the theoretical basis of system entropy, that is, the measure of the disorder of the economic system that is estimated by the probability of finding the system in a given state (the optimal ratio of costs for the initial and final components of costs and the equilibrium of the marginal utility of transportations across the world (regional) transport network) multiplied by the logarithm of this probability is taken with the opposite sign. Methodological approaches to the formation of geographical and sectoral segmentation of transport markets are developed. The methodology of allocation of a unit of supply and demand for transport services has been improved. The main differences and conditions for the formation of marginal revenue and expenses in the transport sector have been substantiated, which allowed to prove that the inclusion of "external" transport expenses in the price of the transport service affects the choice of the mode of transport and the transportation route. The theoretical and methodological foundations of the formation of institutional support for the functioning of the subjects of the transport complex of Ukraine in the European and world transport network of the balance of the transport complex are substantiated.
