For differential equations on time scales, conditions for existence of optimal controls are found, Pontryagin's maximum principle is proved, existence and uniqueness of Cauchy problem for Hamilton-Jacobi type equation is established. We also prove that family of optimal controls is compact in the space of probability measures and family of weakened solutions is weakly compact in the space of continuous functions. For stochastic differential equations with partial derivatives of reaction-diffusion type with delay of neutral type, conditions for existence and uniqueness of solution in weighted Hilbert spaces are found. We study Markovian property of solution and continuous dependence of solutions on initial values. We create integral theories of encoding (representation) of real numbers and find their various applications in metric and probabilistic theory of numbers, fractal geometry and fractal analysis.
