The purpose of the work is to coordinate the strategic guidelines for the development of united territorial communities in the Kharkiv region with the priorities of the policy of development of local territorial units of the EU member states by substantiating the tools for implementation of the strategy of smart specialization. The theoretical and methodological prerequisites of reasonable development of the region are revealed. The best practices of realization of the strategy of smart specialization at the level of local territorial formations are investigated. The entrepreneurial and technological preconditions of the choice of specialization of reasonable development are analyzed. The approaches to community welfare assessment are studied. The role of social innovations in the choice of specialization of development of territories is revealed. Diagnostics of educational drivers of economic development of OTG has been conducted. The information and analytical bases of the toolkit for choosing the areas of reasonable development of territories are investigated.
