Investigative techniques: Academic techniques: testing, synthesis, comparison and generalization of academic literature on pedagogy, psychology, philosophy, forming of methodological model, synthesis of empirical data, classification, deduction, induction, simulation. Empirical technique: diagnostic methods (questionnaire, interviewing, discussions, sociometric methods), observation methods (direct, indirect, participant observation, straightforward, mediated), prognostic method (scientific assessment, generalization of independent characteristics, simulation, extrapolation, arranging, etc.), experimental methods, praximetric methods. We have considered the structural components, stressed the elements and system of work and the sequence of its formation which is followed by the integration of these elements into the appropriate level of social maturity. We displayed that the establishing of social maturity of an expert depends on his professional development. The achievement of a higher level of social maturity of a person usually causes the development of one’s evolutionary complexity. The expanding of control boarders and increasing of amount of hierarchy levels provide the new opportunities for more effective development of a person both on social and professional levels. This causes to forming of a new integrality, a new system of a personality’s features – social maturity. The personality model of an expert is composed with the help of the general hierarchy approach: starting with the features which display one’s moral condition and which are not determinative for the teaching activities and ending with the features determinative for some certain pedagogical situations. Pedagogical structure of an expert should contain general civil features, mental psychological, social-perceptive, individual psychological peculiarities, practical skills: universal skills (information, mobilization, educational, guidance), general working skills (constructional, organizational, research), communicational skills (communication with people of different ages), self-educational skills (arrangements and generalization of learned information, it’s employment while solving teaching tasks and perception of new information). We have considered the regularity of social maturity of a person, conditions of one’s living and social and professional development of an expert. We have rationalized the rules of social and professional development of an expert (of interdependence of social and personal development, personal and professional development, of interdependence of a person’s social maturity and one’s psychophysical characteristics). The results of the research work are introduced into the process of professional training of the experts in universities. The forecasting guesses about the development of the target of research is elaborating of effective techniques of social and professional development of a person.
