The purpose of the work is to improve the quality of project management at the national level by forming components of the special management guide for it. Research methods are system analysis, methods of simulation modeling, control theory, economic and mathematical modeling, methods of mathematical statistics and probability theory, methods of optimization. The existing works on the methodology selection for project management have been analyzed. The definitions of concepts "project management methodology" and "project management guide" are specified. For the first time, a generalized body of knowledge in project management has been created, which includes principles, processes, lifecycles, organizational structures, roles and responsibilities in projects. For the first time, a method for synthesizing a methodology for managing a specific project and for forming a management guide is proposed. The method uses the generalized body of knowledge in project management. The synthesis of the methodology is carried out with the involvement of the analytical model and the simulation model of the project. The simulation models of the project are developed. They allow to model projects with predictive and adaptive lifecycles and evaluate the time, project cost, and the mean square deviation of these variables. The created information technology can be used for the synthesis of the methodology of project management at the national level, which will significantly reduce the laboriousness, cost of management and risks of the project.
