Based on the analysis of international legal acts, EU and Council of Europe rights, national legislation and practice of its confiscation in Ukraine, countries of Europe and other countries, some of the most topical issues of international legal and national regulation of information relations and problems of digital environment functioning are investigated, as well as the ways of development of the information society (IC) in Ukraine and integration into the European information society are determined. As a result of the study, a generalization of European experience on the issues of improving the legal regulation of relations related to the functioning of IP: the principles and legal framework for the functioning of the European Information Society, the main trends in the development of the information society in the EU, the role of the Council of Europe in the development of international legal regulation of the functioning of the information society Europe Particular attention is paid to the most pressing issues that arise in connection with the functioning of the main component of IP - the global Internet: protection of human rights in cyberspace, the fight against Internet piracy, the practice of creating digital libraries in Europe, and legal regulation of online access to them. resources, information security and the fight against cyberterrorism.
