A study of foreign experience of the evaluation of the activities of scientific institutions and respective methodologies of the Max Planck Society and the Association of Leibniz (Germany) are presented. The peculiarities of evaluation of the research performance and financing of scientific institutions in other countries (Austria, Great Britain, France, USA, Sweden, Kazakhstan, etc.) are determined. An analysis of the questionnaire survey on the problems of the evaluation of scientific institutions in Ukraine was also conducted. In addition, the establishment of scientific cooperation between the research institutions of the National Academy of Sciences of Ukraine, which were selected together with German experts among institutes received high marks in the evaluation of 2016-2018, and Leibniz Association institutes has been initiated
