The step-by-step algorithm for the implementation of the innovative financial and economic mechanism of decentralized management of natural resources in the European integration conditions was developed; main directions of transformation of the existing structure of management of natural resources of territorial communities in the conditions of European integration processes are determined; models of use and managementof natural resources of community that are based on the communal rental approach on the principles of structural and project management and corporate governance principles are proposed; financial and economic tools for the chargeable use of natural resources through the application of flexible rent policy for the withdrawal and effective redistribution of the regional rent in favor of the state, regions and economic entities through the modernization of the fiscal system of the countryare justified.
