Recommendations to educational authorities on the introduction, at different levels of education management in Ukraine, of monitoring systems for assessing the quality of the general secondary education based on the use of test technologies. The structural-functional model of the system of monitoring the quality of education was developed that takes into account the possibilities of use of assessment at different levels: institutional, regional, national, tools of international comparative monitoring studies of the quality of general secondary education in terms of the use of test technologies are analyzed.
