The conceptual principles of constructing the list of indicators of quality of general secondary education (ZSO) are determined, the basic technological requirements, which the quality indicators of ZSO must meet are grounded, the basic principles of selection of these indicators are formulated, the conceptual principles of constructing a list of quality indicators of ZSO are formulated taking into account the needs and characteristics of the levels of education management, scientifically substantiated recommendations for improving the organizational principles for the implementation of monitoring systems for assessing the quality of general secondary education are developed on the basis of test technologies in Ukraine; the main tendencies and shortcomings in implementation of monitoring systems for assessing the quality of general secondary education in Ukraine were formulated and substantiated. Recommendations to educational authorities on the introduction, at different levels of education management in Ukraine, of monitoring systems for assessing the quality of the general secondary education based on the use of test technologies. The structural-functional model of the system of monitoring the quality of education was developed that takes into account the possibilities of use of assessment at different levels: institutional, regional, national, tools of international comparative monitoring studies of the quality of general secondary education in terms of the use of test technologies are analyzed.
