The object of the research is the process of defense planning based on capabilities. The purpose of the work is to develop proposals for improving the defense planning system based on the capabilities of defense forces. Research methods - analysis, synthesis, comparison and analogy. The result of the research work is: the proposals for the improvement of normative and legal acts on defense planning on the basis of capabilities are developed; A draft provisional Provision on Defense Planning on the basis of capabilities in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine was prepared; recommendations for implementing defense planning system based capabilities in component forces oborony.Rezultaty scientific work will be used in drafting regulations on the organization and implementation of defense planning based on capacity in the Ministry of Defense of Ukraine, the Armed Forces of Ukraine and other components of the defense forces.
