The object of study - conceptual grounds of regional educational policy (case study: Zaporizhia region) The subject of study - scientific, methodical and applied grounds of development and implementation of the Learning Region concept as a foundation of effective educational policy in Zaporizhia region. The aim of work - theoretical verification, development and experimental trial of the conceptual grounds concerning the regional educational policy of Ukraine under contemporary socio-economical conditions with the case study of Zaporizhia region as a learning region. The objectives that require solution to achieve the aim of the research: 1. To determine the theoretical, methodological approaches and trends to analyze the educational needs of residents in Zaporizhia region. 2. To identify the cultural and educational needs of citizens and the level of their satisfaction, conditions and prospects of educational services development in Zaporizhia region. 3. To identify the major stakeholders in the educational services market, the structure and content of educational programs, their compliance with the structure and content of the cultural and educational needs of the population and employers' requirements in Zaporizhia region. 4. To justify theoretically, develop and experimentally test the concept of Learning region (case study: Zaporizhia region). 5. To work out recommendations for implementing the conceptual grounds in order to develop Zaporizhia region as a learning region. Methods of study. Studying the concept of Learning region as a multi-aspect, multi-component, multi-dimensional phenomenon with a complex structure, typology and functions, is based on the interdisciplinary approach that enables the formation of an integrated concept of the Learning region and display of all the aspects (its economic and geographical location, socio-economical state taking into account the economic situation of administrative-territorial structure, the level of economic development) of the phenomenon under study from the standpoint of regional economics, sociology, pedagogy, psychology, management and other sciences; the systematic approach allows to study learning regions as a complete set of system components together with relationships and connections between them. In order to develop the concept of the Learning region and to determine the conditions for such regions to be formed in Ukraine being based on human resources management, in the course of development and implementation of the Concept the following methods will be used: theoretical analysis of domestic and foreign research and experience, analysis of the regional situation, graphical analysis (for comparison, evaluation, interpretation and visual display of actual results and current trends of formation and realization of the regions' competitive advantages); comparison, analysis and synthesis; methods of multivariate economic and statistical, sociological analysis, sociological survey of the population in the region and interviewing the people who make decisions and so on. Outcomes of Scientific and Research Work. In the course of the project realization, for the first time in the practice of regional educational policy of Ukraine there have been conducted a study of interrelation between formal, non-formal and informal education in the development of specific cultural and educational practices in the region (case study: Zaporizhia region); recommendations have been developed on the most appropriate methods, techniques and technologies for learning throughout life that provide regional decision-making; the marketing research of cultural and educational needs in Zaporizhia region has been conducted; the state and prospects of the education market development in Zaporizhia region have been determined; a broad information campaign to inform the population of the region on providers of educational services and programs of formal and non-formal learning has been held; the regional educational portal with a single management system and access to a database of providers of educational services has been designed; educational courses "Andragogy", "Methodology of adult learning in the European context: features of regional educational policy" and "Mixed-age practices in adult learning: a regional aspect" for higher education applicants have been developed. There has been substantiated and developed the Concept "Zaporizhia region is a learning region". Projected assumptions about the object of the study development: 1. Obtaining new or improving the existing technologies. It is planned that the concept of the Learning region will be the "roadmap" to establish a productive dialogue between social stakeholders in the context of effective regional educational policy implementation. 2. Creation of software. There has been designed the regional educational portal "Zaporizhia region - a learning region" with a unified system of management and access to a database on providers of educational services in Zaporizhia region. 3. Creation of techniques and methodical guidelines. There have been substantiated and developed the tools for monitoring lifelong learning. The material has been collected on providers of educational services and the Catalogue of providers of educational services on formal and non-formal adult learning in Zaporizhia region has been published; three educational courses have been developed for higher education applicants. 4. Justification of prospects for further development of the obtained research outcomes. The latter will be used in the development of an integrated Program of Education Development in Zaporizhia region in 2018-2022. The tools for monitoring lifelong learning can be used while developing the regional education policy of other regions.
