The methodology of research the ways of Ukraine's transition to economic and energy low carbon development is presented in the paper; goals, policies, measures to emission reductions and increase absorption og GG in Ukraine and adaptation to climate change are defined, and also the main problems and barriers on the way to their implementation are defined; the current state of energy intensity and carbon intensity of the Ukrainian economy is analyzed; the main conditions and assumptions of the basic and low-carbon scenarios for the development of Ukraine are defined; model energy-ecological-economic assessments of implementation of policies and measures of the Strategy of low carbon development of Ukraine using model TIMES-Ukraine and computable model of general equilibrium is carried out; the draft section of the Low-carbon Development Strategy of Ukraine and the Seventh National Communication on Climate Change is prepared.
