The work analyzes the current state of the problem of the world fleet, and it is determined that the main factor of the accident is the so-called "human factor". The theoretical approaches to the creation of intelligent high-precision control systems for the movement of military and civilian ships, which take into account the the process of high-precision maneuvering of the vessel and its dynamic positioning, are investigated. The mathematical models for controlling the ship collision avoidance, high-precision maneuvering, and dynamic positioning have been developed. The phenomenon of the human factor in the ergatic system "ship owner - means of control of a ship" was investigated.
