This research deals with the main factors of the domestic and foreign policy of the Russian Federation, which affect the Ukrainian-Russian relations, create threats and opportunities for the realization of the national interests of Ukraine. It gives a detailed analysis of the resources and capabilities that can be used to maintain the Russian political regime, the main trends of the socio-economic and political system of Russia, its foreign policy interests and means for achieving Russian political goals. The research discusses and evaluates the main scenarios for the developing of the situation associated with the implementation of the Kremlin's policy of restoring the empire. Much attention is given to factors of a possible weakening of the institutional capacity of Putin's regime and the probability of new tensions in society and government. It is spoken in detail about conditions for internal destabilization of the regime and the loss of public legitimacy.
