Research object - dynamics of a social and economic situation at post-conflict territories and features of the relations at the process of implementation of policy of post-conflict restoration. Research aim is to develop a methodical support to assessment of problems of development of post-conflict territories, formation of base analytical conclusions concerning features of their expression and also comparative effectiveness of use of tools of social and economic policy, in particular fiscal decentralization, in their solution. The main scientific results are as follows: improvement of methodical approach to assessment of a social and economic situation at post-conflict territories by conflict stages; development of methodical approach to the economic analysis of effectiveness of financial support of territorial bulks; development of methodical approach to the institutional analysis of features of the strong financial relations between business, the power and the population; development of analytical support to the comparative assessment of effectiveness of use of various tools social and economic, in particular, fiscal, policies in general and toward a post-conflict territories; deepening of analytical assessment of the main social and economic problems of territories and effectiveness of efforts for solving them.
