The object of the study is the emergence of inclusiveness as a key aspect of forming the foundations for a new quality of Ukraine's economic growth within the framework of the global goals of sustainable development. The purpose of the study is to develop, based on the definition of aspects of the influence of the policy of inclusiveness on economic growth, conceptual provisions on identifying the economic potential for the fuller involvement of excluded elements / groups in the national economy and to justify recommendations for the implementation of the state policy aimed at achieving the goals of the inclusive development of the national economy taking into account the best world practice. The research results have developed the theoretical basis for the study of inclusiveness as a key aspect of creating the fundamentals for a new quality of Ukraine's economic growth taking into account the global goals of sustainable development: the definition of inclusive growth as a concept, which focuses on ensuring equal access to markets, resources, an unbiased regulatory environment for various social groups, fair opportunities for economic participants in economic growth, benefits for all sectors of society (envisages, in particular, the creation of opportunities, participation in the distribution of benefits from development and decision-making); it is substantiated that the greatest potential for the formation of an inclusive society and ensuring economic growth in Ukraine is at the intersection of two Sustainable Development Goals - Goal 8 defines economic objectives, and Goal 5 defines a key vector of inclusion, since engaging women and expanding their economic opportunities will enable untapped potential to be realized and create conditions for a new quality of economic growth; based on the analysis of framework conditions, national policies, as well as world trends, the ICT sector is identified as the growth point, and the most important potential for increasing inclusiveness in order to achieve economic growth - overcoming gender gaps in the labor market; taking into account the principles of inclusiveness the directions of improving the process of monitoring the implementation of the adapted for Ukraine's CSR were substantiated and recommendations for improving the monitoring system of this process in Ukraine were proposed, in which it was proposed to expand the list of key indicators for the goals of "Expanding Women's Economic Opportunities" in the framework of the Gender Equality Goal as follows indicators: the proportion of women in areas of activity with high export potential; the proportion of women - students of IT specialties; the proportion of female entrants in the IT professions; the relationship between inclusiveness and the goals of sustainable development (CSR) is determined, which shows that the main efforts, both in achieving the goal of the CSR and in developing an inclusive society, are concentrated on three vectors: the social sphere (in the center - human), economic (sustainable and balanced development, responsible consumption) and ecological (natural environment); the results of the latent semantic analysis identified eight goals - 1, 4, 8-11, 16, 17 - in which inclusiveness manifests itself directly, while in others inclusiveness manifests itself indirectly; on the basis of author's approaches, the study found that: the number of women who render maths as a specialized OIE ranges from 42-43%, but the share of women who apply for IT skills is almost 2 times lower (about 24 %), the proportion of women among enrolled entrants is about 22%. It has been established that the ratio between the number of admissions to the first year and the applications submitted to the OBDs for men and women is approximately the same and is 1:10 in general for all specialties, indicating equal opportunities and abilities among women and men to master the IT specialty, that is, technical specificity does not cause imbalances in the labor market. It is revealed that gender imbalances among entrants and students of IT specialties are flowing into gender inequality in the IT labor market in Ukraine; it is substantiated that gender inequality in the labor market in highly paid spheres of economic activity, in particular, IT, in Ukraine has its peculiarities and deep roots and is formed at the stage of education and training in schools, therefore a more detailed study needs the results of the external qualitative and quantitative analysis in a gender perspective in the specialties that are relevant to IT specialization, and to identify the reasons for the formation of gender deformities in the early stages - schooling and the choice of specialization at the university. Scientific novelty and results of work are in the systemic characterization of inclusiveness as a key aspect of creating the basis for a new quality of Ukraine's economic growth, taking into account the global goals of sustainable development and developing the theoretical basis for further study of the implementation of the global goals of sustainable development in Ukraine in order to create the preconditions for inclusive growth. The implementation of the results of the research was carried out in the form of proposals and analytical materials prepared for the Ministry of Finance of Ukraine for the Export Promotion Office, as well as theoretical developments that were used in teaching the Finance discipline by the Department of Finance of the Vadym Hetman KNEU.
