Research aims - to substantiate theoretical and methodological approaches to psychological and pedagogical support of preschool children with disontogenesis and behavior deviations and implementation of innovative technologies at psychological and pedagogical support for such a contingent of children. Research methods - observation, questionnaires, neuropsychological, psychophysiological and logopedic survey methods, classical statistical methods. The scientific and pedagogical results. The theoretical and methodological foundations elaboration of psychological and pedagogical support of preschool age children with disontogenesis and behavior deviations is carried out in the expediency substantiation concept of introducing into the special educators and psychologists working practice the interdisciplinary, neuropsychological and psychophysiological approaches to the diagnosis and correction of perceptive cognitive, speech and psychomotor functions lesions for children with disabilities. Innovative methods of psychomotor development diagnostics and oriented methods of correction for children with mental retardation are presented. Their using provides the individual and group work with mentally retarded children organization increasing efficiency for psychologists' practical work in special general educational institutions and educational and rehabilitation centers, namely: the method of individualized assessment of mentally retarded children psychomotor qualities on the objective psychophysiological parameters basis; the method of diagnosing the cognitive functions disturbance degree for mentally retarded children on the sensorimotor reactions objective parameters basis; the method for the child's psychomotor development disturbances diagnosing based on the definition of the cerebral hemispheres functional asymmetry coefficient (CFA) by the "Teping test"; the diagnosing method of the perceptive-cognitive child's development lesions presence on the visual perception state assessment basis. A program of correctional and developmental training for children with intellectual disabilities aimed at overcoming violations of psychomotor and perceptive-cognitive development in this category of children is elaborated. In the framework of the valid neurological diagnostic and targeted logopedic correction methods investigation were introduced the rehabilitation measures aimed at overcoming the primary defect in severe speech disorders and prevent secondary deprivation in early age children with complicated speech developmental disorders. The author's method of complex neurological diagnostic of severe speech disorders in preschool children has been proposed; it allowed implementing a valid individualized assessment of the verbal functions lesions degree for younger preschool age infants. The practical value of the results The theoretical and methodological principles of psychological and pedagogical support for preschool children with disontogenesis and behavior deviations have been elaborated and implemented in general-educational and special preschool educational institutions practice.
