The results of the development and testing f the base element of the HV modulator for the klystron - the RF source of a poweful electron linac, are presented. The cocept of the modulator was created. the main elements were made. The pilot study of the base 6 kV module was conducted on specialtest facility. The possibility of creating a source of slow positrons based oy the electron linac LUE-40 has investigated by numerical simulation. The quadrupol lens modes of the beam transport system at electron energies in the range from 33 to 95 MeV were optimizing.
