A paradigmatic concept of the integrated water resources management system of Ukraine is proposed, based on the basic provisions of the modern theory of institutionalism and ecosystem approach; an identification matrix of patterns of water use has been developed, taking into account the forecasted water resources needs of the national economy in the conditions of climate change and transformation of social relations. A conical adaptive model of integrated water resources management of Ukraine is proposed, within which a hierarchical structure of priorities for state support for the development of territorial water management complexes has been developed.
