In the conditions of the establishment of independent Ukraine, the development of a sovereign democratic state, special attention is paid to studying the experience of the state-building process at the beginning of the twentieth century. Of particular interest in this regard is the study of the experience of the state policy of the Ukrainian governments of 1917-1920 years and, in particular, the work of the Central Council. An analysis of the activity of the Central Council gives an opportunity to evaluate (both positive and negative) experience of state building, preventing repetition of errors and miscalculations. Аanalysis іs focused on of objective and subjective factors that did not allow the Central Council Government to stay in power and build the Ukrainian Independent Republic. In particular, attention is drawn to the lack of professional politicians with practical experience of state-building and the romantic faith of leaders of the Central Council in the inviolability of a federated relationship with Russia. The essence of the definition of two types of analysis and synthesis - qualitative and quantitative - is analyzed, the first of which considers analysis and synthesis as methods of reasoning, and the second one - as methods of research of objects. The specificity of the subject's activity, which is known as the main factor determining the method of knowledge and its very subject, is revealed, including how the orientation of the engineering field to the synthesis tasks ultimately affects the methods of reasoning, which are first and foremost mastered and applied students of technical higher. It is proposed to take into account in the methodology of teaching philosophy appropriate means and methods that allow the student in the learning process to recognize the specifics of the object of knowledge, and apply in the transition from the study of artificial to the study of natural phenomena integral mechanism of the analytical and synthesis procedure. Doctrine of the balanced development "Ukraine 2030", which describes the current economic model of Ukraine, is analyzed. The great importance of this document for the formation of the strategy of the progressive development of Ukraine is emphasized. The aspiration of the authors of Doctrine comprehensively to approach to the decision of this task is marked. It is indicated on the importance and timeliness of the principles of a new social agreement, on the key role of human capital, which is the main potential of economic development. At the same time, it is indicated on the shortcomings of Doctrine, which needs to be finalized. The authors of Doctrine paid insufficiency attention to the research of the axiological aspect of economic and other problems. In particular, the document does not reveal the decisive role of spiritual values (first of all, moral) in the achievement of the balanced development. A man is considers, mainly, as an economic category. It is shown that the anthropocentric model of balanced development proposed in Doctrine is not indisputably positive from the point of view of its consequences. The analysis of the economic feasibility of reforms must combine with the analysis of their moral aspect. It was emphasized that the provisions of Doctrine should be supplemented by an analysis of ways to improve education for balanced development, research into the philosophical foundations of this development, and the formation of a balanced system of values. In this system, spiritual values must occupy a main place. The development of the state language policy in Ukraine is analyzed in close interaction with the dynamics of the language situation and political processes. The main trends of language legislation before and after the Revolution of Dignity are identified, the legal and political mechanisms of the language regime and the main topics of public discussion about language legislative initiatives are highlighted. The stages of language policy in accordance with the main legislative documents regulating the language regime and identifying the priorities of the current government in the language issue are highlighted and argued. The specificity of the relationship between theoretical and practical dimensions of M. Semenko's work is considered by focusing on the experience of the artist developing the problem of destruction and the phenomenon of poetry painting as the foundation of his author's model of art. The main methods are the following: historical; analytical-synthetic; principle of dialectical change of being and man; the principle activity of the entity of the person; the principle of socio-historical determination of human nature, systemic method. Theoretical and practical results. In the proposed exploration, we obtained the results of the analysis of the content of the basic concepts of philosophy and historical science. The conducted analysis of the processes of development of Ukrainian society provides a methodological basis for further analysis of the basic concepts of philosophy and historical science. Actualization of a number of theoretical important points expressed by the founders of the Ukrainian state, especially the part of the theoretical heritage in which the state-building process is subjected to analysis, has acquired a special significance, since there is a real need for a generalization of a large number of diverse literature on the above-mentioned issues. The authors, in their generalizations, based on the works of a wide range of historians, philosophers, management specialists, provide a multifaceted socio-philosophical picture of the dialectics of social development, examine in a positive plane those actual problems, the need to address which is indicated in the latest state documents, making the subject of analysis all the variety of interactions of individual social actors that exist and operate at each given moment of time, that is, in short, history as a real process and as a result of human activity.
