3 The classification features of the distribution of forest functions in the balanced forest management system by three blocks are identified and substantiated: environmental, social and economic. The conceptual approach to assessing the impact of institutional factors on the process of forming a balanced forest management strategy has been improved. It is proposed to supplement the theoretical platform for the development of a balanced forest management strategy by the stakeholder concept, which will enhance the role of territorial communities in the process of forest use.
