The purpose of the study is to formulate methodological foundations and methodical tools for preventing investment and tax crimes for the purpose of illegal extraction of capital abroad, scientific substantiation and elaboration of a mechanism of prevention of shadow capital outflows schemes, which will include algorithms and target benchmarks for prevention the legalization of proceeds from crime. Methods of research: systematic approach, dialectical method, method of scientific abstraction and logical generalization, method of economic-mathematical modeling, comparison, ranking, statistical, graphical and comparative methods.The most influential risks of shadowing of capital through tax and investment channels are determined, the approach to their complete consideration in the context of four components: the sphere of economic activity, the country of origin, the partner country, the body involved in the operation is considered. A quantitative estimate of the economic losses from the illegal withdrawal of funds abroad through investment and tax channels has been carried out. The necessity of adjusting the forecast indicators of socio-economic development of the country on the amount of data losses is substantiated. A model for forecasting deviations of actual indicators of economic development from the target benchmarks caused by the use of illegal business schemes is developed.
