The aim of work - increasing the effectiveness of protecting people and territories from emergencies by preparing proposals for improving the response system to hazardous events. The work was carried out using methods of mathematical statistics, data aggregation and extrapolation of data. The statistical data on fires in Ukraine concerning indicators of response to them by fire and rescue units were analyzedand and the ways of improving the response of units to hazardous events associated with fires have been grounded.
