It is shown that the model of R. Belbin should be supplemented with the essence of "Project" as one of the key discrete states of the design system. It is proved that the role distribution in the project team forms a system of communication between members of the project team.The method of transformation of the role structure of projects into the Markov model is developed. The construction of this model begins with the definition of states and reproduction of communication links with the formation of a focused graph of the role structure of projects. Next, a matrix of transition probabilities for a graph of a project is created. This allows us to proceed to the development of a method of analytical stepwise solution of the system of Markov chain equations. An important step is to establish a method for determining transitional probabilities.A parametric model for predicting and assessing the quality of the processes of an educational institution and its work in general, based on the multilevel and multifactorial structure of processes, develops a proactive management of the allocation of NZ resources and ensures the quality of the provision of educational services in the NIS.
