 a) the objects of the study are the multidimensional traveling salesman problem, the algorithm and the software implementation of the annealing simulation method; socio-economic systems (SES); an economic process of distribution of materials; budget and investment projects. b) the purpose of the work is a detailed analysis of optimization methods for solving the traveling salesman problem and the software implementation of the annealing simulation method; an analysis of the use of economic and mathematical methods for an estimating the level of the financial state of SES in conditions of economic instability; a development of an algorithm for an optimal control of the process of transportation and placement of materials; planning and monitoring of the implementation of budget and investment projects. as a result of the studies carried out, the effectiveness of the simulating annealing method for solving the traveling salesman problem was defined; the use of linear regression for estimating and predicting the estimation of the financial condition level of SES in an unstable economy was justified; an optimal algorithm for the problem of managing the transportation and storage of materials was obtained; a methodical support for planning and control of budget and investment projects at the local level was developed. d) the main results of the research are realized in the educational process of the KhNEU them.
