The purpose of the study is to theoretically investigate the approaches and features of the methodology of evaluating the activities of scientific institutions in developed countries (primarily EU countries), as well as some post-Soviet countries, to analyze existing performance indicators, identify their advantages and disadvantages. Research methods - analysis and generalization of scientific sources of information, synthesis and comparison, mathematical, economic-statistical and multidimensional modeling. In accordance with the purpose of the study, an analysis of sources of information on the topic of the study. The existing research funding systems in the world are considered on the basis of results, using the evaluation procedure, their advantages and disadvantages are identified. Peculiarities of evaluation of efficiency of scientific activity and financing of scientific institutions in China, France and Armenia are determined. The main quantitative indicators used to analyze the effectiveness of scientific institutions, their departments and individual scientists are analyzed. Their advantages and disadvantages are identified. It is concluded that quantitative indicators cannot be the main for determining the effectiveness of the institution. The main thing should be an expert judgment, for the formation of which quantitative indicators can be used as ancillary.
