Object of study: marine environment of Ukrainian Black Sea part. Subject of study: state of marine environment of Ukrainian Black Sea part. Aim of work: to develop scientific and theoretical basis for implementation in Ukraine of the EU Marine Strategy Framework Directive (MSFD) taking into account requirements of National security and defensive capacity. Analysis of the EU Marine Strategy Framework Directive (MSFD) requirements has been performed and experience of its implementation in European countries generalised. Draft Road Map has been developed for the Directive implementation in Ukraine. Overview of transboundary environmental and other risks of impact from activities in the Black Sea of the other riparian countries, neighbours of Ukraine, has been presented. Programme of regular observations of hydrological, hydrochemical and hydrobiological parameters in the Zmiinyi Island area and Odesa Bay has been developed and implemented; using its results comparative analysis of the Black Sea coastal waters quality in two those areas under different level of anthropogenic impact has been performed. Using ecosystem and DPSIR concepts, scientific & theoretical basis for the MSFD implementation in Ukrainian part of the Black Sea has been grounded taking into account the national interests of Ukraine. Analysis of the current state of researches and marine research infrastructure in Ukraine has been given, based on which a Concept of purpose-orientated scientific & technical programme has been developed to restore marine studies and a respective research infrastructure.
