Research purpose is to theoretically substantiate the scientific and methodological basis of computer modeling of cognitive tasks for the formation of students' competencies and to develop a methodology for their use in the educational process. Research methods  theoretical: analysis of philosophical, psychological-pedagogical, scientific-methodical literature and dissertation researches in order to study the conceptual-categorical apparatus; methods of synthesis, and comparison, generalization of domestic and foreign theories, concepts and approaches, as well as of theoretical and experimental data; design and modeling. During the second stage of this scientific research, the concepts of "natural science competence" and "bilingual approach" have been clarified. Methodological basis of cognitive tasks designing for forming the competencies of students in natural-mathematical subjects is theoretically substantiated and developed; as well as the stages of cognitive tasks designing; and the model of using computer modeling system (CMODS); models for implementing and evaluating the performance of a computer simulation system; stages and procedural model of CMODS implementation. Approaches to the use of CMODS to form the competencies of students in natural-mathematical subjects are substantiated; selection criteria of CMODS; the system for bilingual approach use in forming competencies of students in natural and mathematical subjects; the stages of the bilingual approach implementation in general secondary education institutions; ways of teaching students on the basis of the bilingual approach; the complex formation of students' competencies, in particular on cybersecurity issues, is substantiated; ergonomics requirements for electronic educational resources are substantiated and developed.
