Results and novelty: - the approach to the Concept of fiscal risks strategic management and its components is substantiated; - identification of main tools of fiscal risk management in Ukraine; - the system of measures for managing fiscal risks based on the analysis of best foreign experience is set out and the prerequisites for their application in the Ukraine are determined; - an identification of the tools of the institutions strengthening oriented on fiscal risks management; - proposals for improving interagency coordination in assessing fiscal risks and developing measures to minimize them; - approaches to the identification of risks in higher education of Ukraine are substantiated and a list of non-financial indicators that can be used to effectively monitor the cost effectiveness of higher education applicant preparation in Ukraine is proposed; - methods of numerical determination of volatility interindustry flows as source of fiscal risk.
