The theoretical and methodological principles of definition, classification and evaluation of ecosystem services are analyzed taking into account the peculiarities of forest ecosystems, as well as modern trends of ecosystem services development (carbon markets, hydrological services markets, biodiversity conservation, markets, etc.) in the context of increased threats to climate change and natural resources depletion. The main market approaches were determined: private agreements, open trade schemes and state financing schemes and their effectiveness. The main possible types of payments for ecosystem services with the peculiarities of forest ecosystem services are set. The promising types of payments are identified: payments for hydrological services of forest for water users; payments for soil protection services by forest for agricultural enterprises; payments for cultural services of forests for touristic companies. The international experience generalized on procedures for considering assessment of ecosystem services in the decision-making process regarding forestry management. The priority directions of transformation of the current decision-making system in forest management process are substantiated on the basis of integration of a wide range of ecosystem services taking into account the public interests of them. Proposals on legislative acts aimed at stimulating the implementation of ecosystem services approach in the forest sector are developed.
