The object of the research is the processes of formation and development of innovative potential of the regions of Ukraine in the context of formation of smart specialization strategies.
The purpose of the work is to develop theoretical and methodological foundations and to substantiate practical recommendations for evaluating the innovative potential of Ukrainian regions in the context of smart specialization strategies.
Research methods - general scientific, special and graphic methods.
The etymology of the term "innovative potential of the region" has been investigated, the basic approaches to the interpretation of this concept have been generalized, its components have been substantiated. This made it possible to define the essence of the region's innovation potential as a set of opportunities, resources and organizational capabilities that ensure the creation and implementation of innovations in order to achieve sustainable development of the region and the country as a whole.
The scientific approaches of research of innovative potential of the region are developed, which include: systematization of preconditions for formation and factors of influence on development and increase of innovative potential; establishment of functions and sources of innovative potential; determination of components of innovation potential with indication of their quantitative measuring instruments and methods of measurement.
It is determined that the regional strategy of smart specialization is an integrated local program of utilization and capacity building of the region through adaptation of directions of development of science and education to the socio-economic conditions of development of the region itself; the main steps in the process of creating and implementing a regional smart specialization strategy are highlighted.
