The object of study is a mechanism for defining the strategy of smart specialization of the united territorial communities of Kharkiv region within the framework of the triple helix of "business science-state" with the possibility of attracting EU structural funds.
The purpose of the work is to substantiate approaches to aligning strategic OGT development benchmarks in Kharkiv region with institutional factors and methodological components of smart specialization strategy implementation at the OGT level by analyzing best practices by substantiating smart specialization strategy implementation tools. nnovative prerequisites and organizational factors for implementing a smart specialization selection strategy at the community level are highlighted. Diagnostics of spatial, resource and organizational factors of strategic choice of competitive advantages at the level of ATG is carried out. The role of cluster entities in shaping long-term competitive advantages of the community has been identified
