Objective: to theoretically substantiate, develop and experimentally test the content and new technologies for teaching children with hearing impairments in the context of education reform. Results: content and methodological support of preschool and elementary education was developed, practical technologies of organization of educational process for children with hearing impairments were worked out. A wide variety of practical tactics and techniques are envisaged for educational institutions, given the polymorphic contingent of OOP students they study. The modern approach to evaluation of educational achievement of students with special educational needs is substantiated (primary (or recognition), formative and final assessment are considered. Effective assessment tools for students with hearing impairments that facilitate individual progress and planning have been developed and tested. The principles of the concept of early intervention for children with hearing impairments have been developed: family-oriented concept, multidisciplinarity, partnership of specialists and parents, normalization (families help to adapt to new living conditions, normalizing family life), communicatively oriented approach. The content of the speech educational component for preschoolers with hearing impairment has been improved.
