The concept of trust formation in the modern school, the system of state-public management of the development of the SOA in small cities of Ukraine on the child (human) centrist and trust-partner basis were developed. The categorical-conceptual apparatus of the research was refined and systematized according to basic and derivative terms: "concept", "conceptual", "state-public administration", "autonomy", "academic freedom", "basic educational institution", "branch of reference institution" education "," educational district "," public self-government in the educational establishment "," management and public self-government "," public accreditation ". Models and submodels are developed and substantiated: model of organization of management of basic educational establishments of different structure; a sub-model of school autonomy in supportive educational institutions and a sub-model of a comprehensive management mechanism; a subsystem of the subsystem of the resource supply; The author's conceptual model of the system of state-public management of development of general secondary education in small cities of Ukraine is substantiated.
