Positive trends include the direction at the state level of the development of education in line with the priority of national foundations and the adoption of a personality-oriented learning paradigm. Local positive trends were: the introduction of psychological services to schools, the establishment of new types of secondary schools, including private ones, the conceptualization of instruction in some school subjects (Ukrainian, chemistry, biology), the expansion of educational support for gifted children and children with special needs. Negative trends include: chronic underfunding of education, prolonged non-payment of wages to educators and a deterioration in the material and technical support of schools, as well as a reduction in the network of rural primary schools, the closure of out-of-school educational institutions and vocational schools. The legitimization of private educational institutions, which strengthened the social stratification of the population, was also determined as an ambivalent. The role of the leaders of the Ministry of Education of Ukraine in the formation of school educational policy is clarified. The basic value-functional mechanisms of legitimation and delegitimization of social norms in the field of education, in particular the legitimation of the gradual transition of education in all schools of Ukraine to the state language, are determined. The main trends in the development of the modern youth environment are established and models for working with youth are proposed; the characteristic features of the “Z” generation are identified, the features of working with him in the context of the implementation of the concept of the New Ukrainian School are identified.
