A toolkit was developed to determine the state of implementation of competently oriented learning, the formula for generating students' general intelligence; technology of teacher preparation for the implementation of competently oriented learning; the state of elaboration of the problem of realization of competently oriented education in general secondary education institutions; identified difficulties and problems encountered by teachers in the implementation of competently oriented learning (non-systematic implementation of the approach in the process of teaching various subjects, lack of manuals, recommendations for the implementation of a competence-oriented approach, weak school material base, etc.); theoretically substantiated pedagogical principles of formation of key competences of students in the educational process; psychological and pedagogical factors of competently oriented education in general secondary education institutions (teachers' ability to respond to changes, flexibility in making new decisions, ability to overcome stereotypes of thinking and actions; ensuring teacher's readiness for new tasks); didactic and pedagogical conditions for the implementation of competently oriented education in general secondary education institutions (achievement of the goal of complete general education by forming the key competences necessary for every modern person to achieve successful life; clear organization of the educational process as a system of scientific and methodological and pedagogical all its constituents function; orientation of the content of training to activate educational and cognitive activity and personal development of students maximum use of cognitive developmental learning tools, which is a powerful tool for building students' key competencies;); the issue of the intellectual development of the student in terms of competency learning has been further developed.
