 The mass consciousness reflects the processes of formation of a responsible society in Ukraine. In the mass consciousness, the responsibility of social institutions for the situation in Ukraine is structured into two components: 1) responsibility of the political institutional periphery; 2) responsibility of the political institutional center. The vast majority of respondents (86.5%) consider themselves responsible for the institutions of the president and parliament. The factor of respondents' pro-Russian orientations reduces their declarative social responsibility level. The pro-European orientation of the respondents increases the potential of forming a responsible society in Ukraine. There is a weak link between internal locus control and successful business experience. Successful business practices are the basis for maintaining the locus of control internality and increasing the level of declarative social responsibility. Business failure and declared externality of respondents with business failure prompts them to protest.
