The state, problems of development and efficiency of the use of intellectual potential in the countries of East, South and Southeast Asia are investigated. The factors of strengthening the interaction of creative elites, authorities and business in creating and maintaining the competitiveness of intellectual potential in Asian countries are identified. New trends in scientific, educational, cultural, information systems have been identified, as well as ways to adapt the European experience in the formation of intellectual resources and the management of intellectual potential in Asian countries.
