popup.description2
Purpose of work – theoretical justification of the philosophical and methodological principles of public administration, the development of philosophical and methodological factors of modern public management and administration in Ukraine, the systematization of the scientifically adapted system of knowledge about the philosophical foundations of public administration, the development of scientific and methodological support for the teaching of disciplines of philosophical and methodological direction within the educational and scientific Masters programs on specialty 074 "Public administration". Results and novelty:
first:
− The philosophy of public administration is considered as a philosophical discipline. It can't give the public administration practice any recipes, leaving the solution of specific socio-economic or political-legal problems directly to specialists in the theory of public administration.
− It is determined that the self-development of a modern state is possible because of the presence of two basic opposites, the unity and reciprocity of which is a contradiction (contradiction).
improved:
− Separation of the justification of modern state governance in Ukraine on the basis of the outdated paradigm of subject-subject management. State government (process) is perceived as a type of activity of state power bodies (the subject of government), directed to the achievement of general goals Effective state governance for subject-subjective influences becomes impossible if the necessary information is not available from the entity.
− Public administration, through understanding of complex social-power processes in the contemporary context, as a directing influence on all spheres of public life.
− Characteristics of the current crisis of social trust in public institutions (their delegitimization). It is caused by a number of reasons for an objective and subjective plan. These include, first of all, the substitution of real problems by propaganda and populi
